SUMMARY: 

SUMMARY:

The Sr. Program Manager is responsible for the cost, schedule and technical performance of assigned complex programs from inception to completion, Will act as primary customer contact for program activities leading program review sessions to discuss cost, schedule and technical performance.  Works closely with Business Development to identify opportunities for business growth.  Coordinates the preparation of proposals, business plans, proposal Statement of Work (SOW) and specifications, operating budgets and financial terms/conditions of the contract.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Will plan all program activities for assigned programs, including detail Work Breakdown Structure (WBS), Integrated Master Plan/Schedule (IMP/IMS), estimating, resources planning, financial and contractual requirements

 

Programs will be executed utilizing the full range of Program Management skills and tools, to meet customer and internal requirements for cost, scheduled and performance.  Expertise in MS Project and MS Office, and capability with Earned Value Management (EVMS) AND MIL-HDBK-881 is required.

 

Provides effective direction, leadership and team building by prioritizing and delegating work assignments, developing and maintaining program plans that identify work scope, schedules, milestones and program team members.  Prepares written and verbal reports to management regarding cost and schedule variances.

 

Establishes risk assessments and management plans to ensure all risks are identified and mitigated.  Monitor and evaluate program effectiveness; taking corrective actions to mitigate deviations to the program plans implementing changes required for improvement.  Monitor program schedule commitments including arranging and chairing program reviews, technical coordination meetings and design reviews as required, preparing and delivering effective presentations for internal and external review.

 

Prepares monthly Estimates to Complete (ETCs) and Earned Value (EV) to Finance/Management on all major programs (programs in excess of $100k).  Conducts internal reviews with management on major programs. 

 

Direct interaction with functional departments i.e. Engineering, Purchasing, Operations, Quality Assurance and Sales & Marketing.

 

Maintains a high degree of customer satisfaction through effective communication of program schedule and status.

 

QUALIFICATIONS:

A proven record of program management with capability to develop integrated program plans, master schedules critical path analysis, development of work breakdown structures, budget preparation and program cost analysis (Earned Value Management techniques preferred). Strong communications skills both oral and written to be able to communicate effectively with all levels of management. Understanding of Finance, Operations and Contracts.

 

Ability to recognize, identify, manage and negotiate out-of-scope requirements, both directed and constructive. Working knowledge of Government contracts - Federal Acquisition Regulations (FAR).  Ability to prepare/oversee/conduct program reviews and key milestone meetings such as PDR and CDR with customers. 

 

Proficient in the use of MS software including Word, Excel, PowerPoint, Outlook and MS Project required.  Project Management Professional (PMP) certification required.

 

EDUCATION and/or EXPERIENCE:

Bachelor's degree in Engineering, Business or Finance with a minimum of 10 years of progressive Program Management experience in an aerospace environment or equivalent combination of education and experience. Ability to read and understand manufacturing drawings and procedures.

 

LANGUAGE SKILLS:

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.  Ability to communicate with Customers, Suppliers and Internal Departments.

 

MATHEMATICAL SKILLS:

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

 

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

 

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit for long periods of time, walk and reach with hands and arms.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.

 

WORK ENVIRONMENT:

Majority of work is performed in a typical office environment with no major sources of discomfort.  Essentially a normal controlled working environment with noise levels within acceptable safety limits and acceptable lighting and temperature conditions.
